FMJ ammo for hunting is used in every state that I know, illegal. This does not expand, which means that circular holes drilled into the animal, so a run and suffer a terrible death. A FMJ to kill an animal? Yes, shot with a bullet in the head or spine falling. A heart shot time to kill, but not immediately, and unreliable. Hitting all the other parts of the animal would not lead to a clean death.

Yes, you can kill a deer. but take a shot very well positioned as FMJ just go through a drill hole. I'm also pretty sure that the illegal hunting in order in most, if not all states
